No way, the Holberkians are far too stupid, and also way too lazy to get involved in orc business.

The man works hard, and he does a good job. The city is amazingly clean. If you’ve ever visited other harbor towns, you’ll know what I mean.
Do you think there’s monsters down in the sewers?
Who knows, but it’s definitely be too cold, too dank, and too slimy down there for me. Mind you, there’s a lot of dubious places around town. There’s scores of empty houses around the slums, and some warehouses are opened maybe once a year. Who knows what’s prowling around in there?!
What do you know about the guild and the tradesmaster, then?
Ui Chearghail and his people have fortified the sewers. You’d have to be suicidal to venture down there, even the guards mutiny when ordered to.
